內政部於88年起推動「創造城鄉新風貌計畫」，並自92年度起區分為「城鎮地貌改造」及「社區風貌營造」二項計畫，分別設定不同補助機制據以執行。幾年來相關觀念之持續帶動，已經展現一定的擴散效果，相關補助計畫截至95年度為止，約3079件，金額約177億元，已成為各界觀察地方政府施政績效之重要指標之一。

為進一步推廣補助機制之政策效益，有效激勵創新、實驗精神及榮譽感，營建署在95年度以行政院名義籌辦第一屆「全國景觀風貌改造大獎」，目的在表揚公私部門對景觀風貌改造表現績優之個人、組織及機關團體等，予以適當獎勵，並建立制度，期帶動各界相互觀摩學習，加速台灣景觀風貌品質之提升。

The Ministry of the Interior initiated the “New Townscape Creation” project in 1999, which split into two projects in 2003 with each having their own funding system, the “Townscape Renaissance Project” and the “Community Renaissance Project”. In recent years the momentum of relevant concepts have displayed expansive results, and the projects have also become an indicator of local government policy implementation under public scrutiny.

To further expand the policy effects of the funding system and encourage creativity, experimentation, and honor, on December 28, 2005 during the Executive Yuan’s Meeting No. 2972 project report on the “Townscape Renaissance Project—Creating a New Taiwan Townscape Demonstrative Plan”, the Ministry of the Interior recommended the establishment of the “National Landscape Development Awards”. With approval from the Premier of the Executive Yuan, the First “National Landscape Development Awards” were held in 2006 for the purpose of recognizing outstanding contributions from persons and organizations from both private and public sectors, providing suitable encouragement and establishing a system.
