隨著台灣高鐵以時速300公里帶領全國進入「一日生活圈」的時代，各城鄉獨有的原味特色亦正如高鐵的high speed迅速消失。對於今日城鄉差距議題的探討，已不再以「平衡」為訴求，而應以「互補」夥伴的角色扮演，在科技快速提升的E世代裡，保留及再現在地甕底文化特色為目標。

本計畫自民國86年萌芽，推動迄今屆滿十年，旨在追求地方環境改造新契機、鼓勵研提具創意、永續性、整合性地貌改造計畫。而今96年度補助方式，共分為「創造台灣城鄉風貌示範計畫（競爭型、政策引導型）」、「台灣健康社區六星計畫-環境景觀面向-營造都市社區新風貌計畫」三類。觀諸今年競選提案內容，皆具頗大之創新及變革，且更能掌握本計畫之主流價值，充分展現其旺盛的企圖心。

With the inauguration of the 300 km per hour Taiwan High Speed Railway, shortening the “urban-countryside disparity” to an era of “single-day living sphere”. What ccompanies this development is a gradually homogenized townscape, the unique qualities of each town and village disappearing with high speed, just like the railroad.With the dawn of the new globalization era, today when we investigate the “urban-countryside disparity” we strive not to balance out the differences between these landscapes, but to “complement” each other as partners, preserving and recreating unique local cultural resources in this technologically enhanced E-society.

The“Townscape Renaissance Project”initiated in 1997.During the ten years of history, the government with a goal of creating new opportunities through environmental development.Its wants to encourage creative, continuous and integrated reform projevt from communities and local government.The subsidies for year 96 are divided into 3categories.First,“Townscape Renaissance Project—Creating a New Taiwan─competition type”；second,“Townscape Renaissance Project—Creating a New Taiwan─policy introduction type”；and third,“New hometown communities renovation─communities renovation project”.Compared to earlier years, this year’s applicants for competitivetype funding have greatly improved in creativity and flexibility,demonstrating better overall grasp of the project’s core values and the great ambition of each city and county; what follows is a compilation of this year’s selected projects to serve as reference to the public.
