The National Land Management Agency (NLMA) stated that the Suogang area in Magong City, Penghu County is the urban planning district with the second largest local population. Important scenic spots within its jurisdiction include the fishing port, Ziwei Temple, and south wind tower, and there is busy traffic in surrounding areas. The NLMA allocated a total budget of NT$25.6 million for the Suogang Urban Planning Guozhai Section Urban Road Construction Project through the "Region-based Road Traffic System Construction Plan" to protect the traffic safety of citizens and tourists. The construction was completed and the road began service late October this year (2024). Penghu County Magong City Office is responsible for subsequent maintenance and management.

The National Land Management Agency (NLMA) stated that this project is divided into three sections, A, B, and C. The overall project includes new roads and street lights, sidewalks, and common ducts for pipelines. The total construction length is 426.64 meters. Sections A and B are newly constructed 8-meter wide roads with marked sidewalks; Section C widens the existing road (Jigang Road) from 6 meters to 12 meters. Physical and marked sidewalks are set up on both sides of the road. The space for pedestrians and vehicles is separated through construction and traffic marking adjustments. At the same time, existing man and hand hole covers are lowered to the ground and pipelines are concentrated to ensure a smooth road surface and facilitate future pipeline maintenance, thereby achieving the goal of improving traffic quality and safety, and providing a friendly, safe, and people-oriented traffic environment that will drive the development of tourism in the Suogang area and surrounding communities.
